Applicant – Šiauliai City Municipality Administration.
Partners – Public Institution Šiauliai Central Polyclinic, Public Institution Dainai Primary Healthcare Center, Public Institution Care and Nursing Center "Sidabražolė", UAB "Rezus.lt" and Public Institution Šiauliai Long-term Treatment and Geriatric Center.
With the increasing demand for home-based outpatient nursing services (hereafter - ASPN) and the growing number of elderly and sick individuals in Šiauliai City Municipality, aiming to address the issue, the Project "Improving the Quality and Accessibility of Healthcare Services in Šiauliai City Municipality" (hereafter - Project) is being implemented. During the Project, mobile teams (4 ASPN) operating and providing services in Šiauliai City Municipality will be equipped with equipment, and a Long-term Care Day Center will be established, which did not exist in Šiauliai City Municipality until now. The purchased equipment will help ensure the delivery of quality, modern, and timely ASPN services. By providing services with better, more efficient equipment, public resources will be managed more effectively. The establishment of the Long-term Care Day Center will have significant importance as it will provide opportunities for individuals whose health condition meets palliative care indications to receive necessary services.
The Project is funded by the Economic Recovery and Resilience Enhancement Instrument (hereafter - EGADP) funds, the budget of the Republic of Lithuania, and the funds of the applicant (Šiauliai City Municipality Administration) and partner (Public Institution Šiauliai Long-term Treatment and Geriatric Center)
Project goal – to improve the quality and accessibility of healthcare services provided at the patient's home for the residents of Šiauliai City Municipality and to ensure the development of home-based outpatient services, aiming to more efficiently ensure timely delivery and continuity of nursing services, satisfy the nursing needs of more patients at home, and expand day hospital palliative care services.
Target group – individuals of any age who have been diagnosed with a disability, work capacity level, or level of independence, have undergone a nursing needs assessment according to a questionnaire, individuals suffering from life-threatening illnesses whose health condition meets palliative care indications and require long-term care services, as well as individuals who need long-term care due to mental health disorders (suffering from senile dementia and Alzheimer's disease). Also, individuals of retirement age who have partially or completely lost the ability to independently care for their personal (family) life and participate in social life due to age and those suffering from chronic illnesses requiring long-term care services, as well as their families and local communities.
Project activities:
- Equipping mobile teams with equipment and transport vehicles;
- Establishment of a Long-term Care Day Center.
Project value budget – 898,950.83 EUR, of which – 539,618.70 EUR – EGADP funds, 113,319.93 EUR – State budget funds, 125,300 EUR – Šiauliai City Municipality budget funds, 41,958.60 – partner (Public Institution Šiauliai Long-term Treatment and Geriatric Center) funds.
